This is very technical. Simple answer is their algorithms, or you can call them their super special secret spider software searchers. Which are always changing. For instance, In March 2008, Google added page load time as a factor to their ranking quality score.
Why are Keywords so important?
They are so important because they are the seed of connection between site and person. The wrong keywords result in the wrong traffic and therefore a high bounce rate. With the right keywords and phrases the search engines will be able to see your site and send more traffic to your site.
